My CAA Program Updated

DOD to Resume Restructured Military Spouse Career Program

The Department of Defense announced today the resumption of a restructured military spouse career advancement account program – MyCAA, following a comprehensive review.  The program will be available to spouses of service members in the pay grades of E1-E5, W1-W2 and O1-O2 beginning October 25 at 8 a.m. EDT.

“The changes announced today reflect a return to the original intent of the program which is to help military spouses, with the greatest need, successfully enter, navigate and advance in portable careers,” said Clifford Stanley, undersecretary of defense for personnel and readiness.  “We fully support the program and are committed to ensuring the program’s sustainability.  To that end, we are making several critical operational changes.”

Amongst these changes, eligible spouses will receive a total of $4,000 in DoD-funded financial aid, with an annual cap of $2,000 per fiscal year; funding must be used within a three-year time period from the start date of the first class; and must be used to obtain an associates’ degree, licensure or certification.  A waiver may be granted when fees for licensure or certification require an up-front fee greater than $2,000 and up to the total maximum assistance of $4,000.

“The MyCAA program popularity grew beyond our expectations and became too expensive to continue.  Therefore, we are returning to the original intent of the program in a way that is attainable and fiscally responsible for the Defense Department,” said Stanley. “As we look to the future, we envision a program that is much broader than DoD’s financial assistance component.  Military spouses will be guided along a more holistic approach to career planning.”

Under the long-term program guidelines, career counselors will continue to work with all military spouses to help develop career and education goals and plans, and assist them in identifying and accessing available federal education benefits toward these goals.

“Families play a crucial role in supporting our men and women on the battlefield.  When service members are confident that their families at home have access to resources and support, they are better able to focus on their mission,” said Stanley.  “The Defense Department is committed to investing in military families.  When we invest in the well-being of the family, we invest in the well-being of the force.”

Facebook links to this same article have garnered some pretty heated discussion, particularly because the active duty member’s rank is a factor in deciding funding.

Coups for Troops Update

We have had such a wonderful response to our Coups for Troops program this year. It truly has been amazing to see all of our willing volunteers who are so dedicated in passing on those unused coupons to help other military spouses overseas experience some great savings.

I wanted to let you know that we are sending out one more big shipment to our coups recipients and then we are putting the program on hold until this fall. There are a couple of reasons for this – we know that the PCS season is almost upon us and that some of our recipients will be moving back stateside. Also, I will explain this more in our newsletter (coming out this week) but my family and I will also be in  transition this summer as we make a big move from Music City to the Electric City (otherwise known as Anderson, South Carolina).

So we will put our coupon show of support on hold until things settle down a bit in the fall. Thank you again to all of you who have participated in the past year we have done this – with your help, we have sent almost 25,000 coupons overseas! Wow!

Watch for an announcement this fall on when the program will start up again. And if any of you would like to help be Coups for Troops coordinators, let me know. You would receive batches of coupons sent into our main address which we would forward to you to separate food from non-food coupons, and then “divvy” up a portion from each that would then be mailed to a Coups for Troops recipient.

Hi ladies,

A message from DoD

In the days following the announcement of a temporary pause of the Career Advancement Account – MyCAA – we have heard your feedback, suggestions and concerns.

We are pleased to tell you that the MyCAA program will resume operations on March 13, 2010, at 12 p.m., noon (EST), for military spouses who currently have existing MyCAA accounts. Because you have an existing account, you will have access to the entire Web site, including the ability to create and have financial documents approved.

Please accept my apology for the extra burden and worry you experienced when we paused the program last month. When we determined that an operational pause in the program was critical, we failed to notify you in a timely and appropriate manner. As a result of our failure, we may have lost your trust and confidence. We know we will have to work hard to restore that lost faith and are committed to doing so.

My CAA News

I was alerted to this on Twitter by fellow mil-wife Tammy. The program My CAA, designed to help military spouses with portable careers, is temporarily halted.

From Military One Source’s Site:

Effective immediately the MyCAA program is temporarily halting operations. We are reviewing the software applications, financial assistance documents and overall program. This pause will not affect approved Financial Assistance documents. We apologize for any inconveniences this may cause. Please check back for updates.

All MyCAA participants and active duty military spouses may still receive educational counseling and career guidance from a Military One Source Spouse Education and Career Consultant. For information and resources on alternative educational funding opportunities, please visit the MyCAA page on http://www.militaryonesource.com/mycaa
